Freeze for 30 minutes to make firm.
Chop the salmon into 1/4-inch cubes and transfer to a medium mixing bowl.
Fold in the green scallions, green pepper, horseradish, panko breadcrumbs, 3 egg whites, kosher salt, and pepper.
Divide the mixture into 4 equal portions and shape into 3/4-inch thick patties. Cover and refrigerate 30 minutes.
Heat the oil in a 12-inch cast-iron pan over medium-high heat
Add the salmon burgers to the pan and cook until lightly browned, about 3 – 4 minutes per side .
Let rest for 3 minutes before serving on an onion roll with your favorite sauce(s).
